The UK government’s plan to abolish the Horseracing Betting Levy Board through a Legislative Reform Order has been criticised as “inappropriate” by the House of Lords Delegated Powers and Regulatory Reform Committee and the House of Commons Regulatory Reform Committee.

In a pair of reports issued Friday, the two committees state that the government is using an inappropriate legislative instrument to achieve its goal, thereby depriving animal welfare and veterinary groups and the betting industry of their right to consultation.
